This study analyses the design of the Environmental Services Incentives System (SISA, for the Portuguese acronym). It is linked to the REDD+ programme for the State of Acre, Brazil. Known as Environmental Services Incentives for Carbon, this programme represents one of the first public policies for REDD+ and is among the most advanced jurisdiction-wide REDD+ mechanism in the world. Through the Sinal Verde project, the Acre Institute of Climate Change and Environmental Services Regulation (IMC) have explored options for ways that community-based forest monitoring could measure the success of the SISA programme.
