Integrating remote-sensing and ground-based observations for estimation of emissions and removals of greenhouse gases in forests

This methods and guidance document provides advice on developing systems for national forest monitoring and for measuring, reporting and verification for REDD+. It gives guidance on methodologies for using remote sensing and ground-based data, and complements the IPCC guidance on collection of relevant forestry data.

The document is written for three main groups: firstly, technical negotiators of UNFCCC who may be interested in the link between REDD+ activities and IPCC's greenhouse gas methodology; second, those designing national forest monitoring systems; and third, experts estimating emissions and carbon storage data. These groups should find useful technical details, especially in the later chapters.
