Remote sensing and REDD+ feasibility at sub-national level in Vietnam
Through its ongoing programme of support and technical cooperation in Quang Binh Province, Vietnam, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has conducted a range of targeted activities focused on Nature Conservation and Sustainable Use of Natural Resources in the Phong Nha - Ke Bang National Park (PNKB) and its Bufferzone, including land-use mapping and Community Forest Management. In September 2012 the project received additional funding to support work on REDD+ readiness, with activities focused on assessing carbon stocks and establishing a baseline for an MRV system, and piloting participatory activities related to Social and Environmental Safeguards.
A study was commissioned assessing feasibility of a jurisdictional nested REDD+ (JNR) programme in the Province, as part of which, in mid- 2013, GIZ began implementing an innovative approach for REDD+ and forestry data collection. Developed in partnership with Forest Carbon Partners, the approach involves use of Tablet-based inventory methods using Android operating system that enable provincial field teams to integrate remote sensing imagery, GIS data, field maps, data forms and cameras in a single, handheld tool. Survey teams using this system were able record and upload field-level biomass data daily to a web-based server. The approach brings a significant saving of both time and cost without compromising the accuracy of field data.
As part of an agreement under which they receive annual payments from a governmental fund, communities carry out monitoring activities in their own forests at least twice a month and participate in joint patrols. The communties use pen-and-ink data forms to monitor Illegal activities such as poaching and logging, along with prevalence of economically useful species. Their observations are handed over and discussed with the forest rangers at regular meetings. The community-collected data is integrated with that collected by the rangers and analysed at PA level.
