Literature review of participatory measurement, reporting and verification
This report analyses the literature on participatory measurement, reporting and verification (PMRV) and existing PMRV approaches of potential relevance for the REDD+ context. It summarises the lessons learned and examines when, where and how PMRV has been developed and implemented, and identifies any knowledge gaps. Using Indonesia as a case study, it explores the feasibility of PMRV implementation and assesses how PMRV could be integrated into the national REDD+ MRV system. It shows the opportunities and challenges in integrating PMRV into the MRV system and implementing PMRV at the local level.
It recommends a multi-level partnership approach to enable PMRV to be well supported and the collected data aggregated at the national level, and is of relevance for policymakers and practitioners involved in establishing PMRV within REDD+ systems and community-based forest management initiatives.
